Coordinated Call for Proposals of the Mediterranean Multi-Programme Mechanism (MMM)Â
The MMM coordinated Call for capitalisation projects is a financing tool designed by the 10 Interreg Programmes participating in the MMM. The Call is based on joint Terms of Reference (ToR), developed by all MMM Members with the collaboration of Interact and TESIM.Â
The MMM Coordinated Call is focussed on sustainable tourism. Unlike traditional calls, projects funded under the Coordinated Call must build upon outputs already developed by projects from other participating Programmes.Applicants must identify relevant outputs from the MMM database and develop upgrade actions that facilitate their reuse, adaptation, transferability, or scaling up in different territorial contexts.
Each MMM Programme will launch its own call dedicated to its specific territorial area, granting access to the respective beneficiaries. In this regard, please note that our Progamme has already fully allocated its budget, therefore it will not launch any Coordinated Call. Nevertheless, IPA ADRION has identified a number of outputs developed under its funded projects and included in the MMM outputs database. These outputs are available for further development and may be reused, adapted, transferred, or scaled up by the applicants willing to submit a project proposals under any MMM Coordinated Call launched by the relevant Programmes.

The MMM Coordinated Call in a nutshell
The MMM Coordinated Call is not a joint call, as each Programme maintains its own rules and procedures, but it applies a multi-programme approach, that is each Programme operates independently within a common MMM coordination framework. The common features are the following:
- A shared thematic focus
- Joint list of outputs proposed by each participating Programme, to be capitalised and transferred into cooperation areas other than those in which they were originally developed
- An indicative minimum overlap period of 10-month for all selected projects financed by the partecipating MMM Programmes to enable parallel implementation and knowledge exchange
The Programme launching the Call will be responsible for:
- Budget and duration
- Partnership composition (including associated partners)
- Eligibility rules, submission and selection procedures, contracting processes
Eligible types of projects and activities
- Capitalisation project
- Re-use and upscale of existing outputs
- Project proposals submitted to this coordinated call must be based on at least one output developed under an MMM Programme other than the Programme to which the application is submitted. Projects are expected to develop:
- Solutions > methodologies, tools, technologies, services
- Strategies > courses of action designed to achieve long-term goals
- Action plans > translation of strategies into concrete actions
Project implementation and partnership rules
Only beneficiaries falling within the eligible area of the programme launching the Call may participate in the respective calls. The beneficiaries can be Lead Partners of 1 project proposal only or Project Partners in several project proposals. However, associated partners may join from other cooperation areas. Activities must be implemented within the eligible territories of the selected Interreg Programme. The capitalisation logic forecasts the role of:
- Giver, which shares know-how, methodologies and implementation experience.
- Taker, which re-uses, adapts and scale-ups existing outputs
- Associated partner, which supports transfer and continuity of knowledge
The organisations that originally developed the selected output are not mandatory in the partnership, but their involvement may be beneficial, they may participate as full Project Partners, where eligible under the selected Programme rules, or contribute as Associated Partners supporting transfer and knowledge continuity
How to apply?
The same proposal must be submitted to one single Interreg MMM Programme only or, alternatively, while applicants may be eligible for more than one Programme, the same proposal must be submitted to one single Interreg MMM Programme only. This choice will determine the applicable administrative framework.
Applicants requirements:
- Identify 1 output from a different MMM Programme
- Define activities to reuse and scale-up the identified output(s)
- Indicate the original project and Programme
- Explain the relevance of output(s) for the new context
- Describe how the output(s) will be transferred
