Building synergies and amplyfing impact through Clusters

Overview

Capitalisation can take many forms, but the aim remains the same:enabling projects to transfer their solutions to other sectors, scale them up to new geographical areas, or integrate them into policy frameworks. In other words, capitalisation is about amplifying a project’s impact by delivering a positive change in a given sector.

At IPA ADRION we have tested a way to make it happen: developing thematic clusters that allow projects to get together by sharing similar priorities and goals. Building on the experience of the 2014–2020 programming period, we have established 10 new clusters aligned with the Programme’s funding areas, with a strong focus on addressing the key challenges currently facing our territories.Moreover, the clusters reflect the current EU policy priorities, with a strong focus on decarbonisation, climate‑neutral cities, large‑scale innovation driven by public–private partnerships, and the preservation of natural ecosystems.

As a new feature compared to the past, the Clusters have been opened to 3 Interreg CBC Programmes which share partly our area of cooperation: Interreg Italy-Croatia, Italy-Slovenia and IPA South Adriatic. Overall 11 projects will join the IPA ADRION Clusters according to their thematic area.

Main objectives:

Shared Priorities: thematic clusters help partners gather around common strategic goals, enhancing knowledge exchange and providing with a hub for sharing methodologies, solutions and tools.
Critical Mass and Visibility: When multiple projects or partners work on related topics under one cluster, thematic results become more visible, good practices are easier to showcase and impact is amplified.
Easier Transfer and Uptake of Results: Joint dissemination, joint communication campaigns, joint activities in general, improve the transferability of project outputs.
Stronger Policy Influence: clusters can be used to support policy recommendations, contribute to regional and national strategies.
Improved Networking and Matchmaking: the degree of synergies a group of projects can create together expand the single network and the opportunities developed by single project and allow results to be taken further by other organisations.
